The Industrial Wastewater Management and Database Maintenance Project(The Second Year)

This project was intended to achieve four goals in three years, which included: 1. to review the industrial wastewater inspection and punishment system and to make amendments to its relevant administrative control procedures and regulations, 2. to establish the industrial wastewater enforcement procedures for categorized and classified management, 3. to assist the promotion of the permit management and test reporting system in association with the integration of the air, water, waste, and toxics databank, 4. to update and maintain the control information in the databank and to upgrade its functions in advance warning, auto message forwarding, on-line linkage, and real-time transmitting system as well as the application of the functions. In order to achieve the above four goals, this project in its second year has completed its major scope of work with the projected results. In terms of the review and amendment for the industrial wastewater inspection and punishment system, the project has designed the function inspection checklist for pig farm wastewater treatment facility and provided related training courses so as to enhance the effectiveness for on-site inspection of wastewater treatment function. In addition, the project has made analysis on the contents of water pollution punishment cases in foreign countries as well as relevant regulations regarding the violation of water pollution control laws, such as the timing for case by case or continual daily punishment, the calculation for illegal profit gain, the mechanism and procedure for negotiation, the environmental supplementary program and the inclusion into environmental obligation insurance. In terms of the categorized and classified wastewater treatment management, the project has completed the analysis and planning for the categorized and classified management framework. In this year, the project has proposed suggestions of control measures for enhanced permit management in 3 categories as (photoelectric industry, petrochemical industry, and electroplating industry), sandstone industry, and service business. The suggested control measures include permit documents and management regulation, water pollution control facility management regulation, as well as revision of the individual permit form through on-site and in-depth verification of the function evaluation. In addition to the analysis for administrative control measures, the project in respect of the system application has also assisted to complete the upgrading of the information management system function in association with the integration of the EPA air, water, waste and toxics. The project has launched the advance reporting system for periodical check reporting, and enhanced the effectiveness of industrial wastewater control through the operation of automatic continuous monitoring of water quality and volume. Finally, the project also assisted EPA in completing miscellaneous administrative procedures, holding water pollution evaluation and promotional meetings, publicizing the electronic seasonal newsletter for industrial wastewater management and responding to emails from the public.
